The Central Bank of India’s digital currency (CBDC) platform has now crossed 5 million users, marking a significant milestone in the ongoing digital currency pilot program. This steady expansion has been accompanied by a measured approach, as called for by Reserve Bank of India (RBI) Governor Shaktikanta Das, according to a report in the Business Standard.
Slow adoption of e-rupee highlights challenges in scaling up central bank digital currencies
On August 26, while addressing a conference in Bengaluru, Reserve Bank of India Governor Das reiterated the need to proceed cautiously when it comes to the rollout of the central bank digital currency, also known as the e-rupee. He stressed the need to carefully assess its impact on several key areas, including the broader financial system, monetary policy, and users themselves. Das stressed that comprehensive insights from pilot data are essential before moving forward with the full implementation of a central bank digital currency.
“The central bank digital currency could be rolled out in a phased manner,” Das said, adding that the digital currency has the potential to enhance future payment systems, not just for domestic payments but also for cross-border transactions. This view is in line with the Reserve Bank of India’s cautious stance on fully integrating the e-rupee into the country’s financial ecosystem.
The Reserve Bank of India’s digital currency project was initially launched in December 2022, covering both the retail and wholesale sectors. Sixteen banks are currently participating in the pilot project, which has gone beyond simple payment use cases to include more advanced features. These features include offline payment functionality and programmability. According to Das, the latter could significantly contribute to financial inclusion by ensuring that money is delivered directly to the target users, potentially transforming the way digital currencies function in the Indian financial landscape.
Despite steady progress, Adoption of the electronic rupee The pace of digital transactions has been slow. In late June, the Reserve Bank of India reported that retail transactions had reached 1 million. However, the milestone was reached only after local banks offered various incentives and even partially paid salaries to employees using the state-backed digital currency. The RBI had previously encouraged banks to push daily transactions to at least 1 million by the end of 2023, to test the system’s scalability.
However, these efforts to speed up daily transactions have slowed down recently, and this shift has raised concerns about the future success of ICT in India. Digital Currency InitiativeBut at the same time, the gap between the goals of incentivizing transactions and actual user adoption has widened. It remains unclear whether the e-rupee will see widespread adoption, but the RBI’s cautious, data-driven approach suggests that India is committed to understanding and addressing any challenges that may arise before the central bank digital currency is fully rolled out across the country.
The e-rupee has the potential to reshape India’s financial system, particularly in terms of payment methods. But as the country continues its pilot program, the slow adoption rate has highlighted some challenges in achieving scalability and widespread user acceptance.

India’s central bank digital currency expansion and its global impact
India’s ongoing expansion of its central bank digital currency pilot program is not limited to domestic considerations. The Reserve Bank of India is also assessing the potential international implications of the e-rupee. An increasingly digital global economySeveral countries are exploring or have already launched their own central bank digital currencies, putting India in a strong position to join this global trend. Promoting the internationalization of the Indian rupee is seen as a crucial factor in these efforts.
The Reserve Bank of India has acknowledged that collaboration with international bodies such as the Bank for International Settlements may be necessary to create global standards around cross-border CBDC transactions. Such collaboration would enable India to stay in touch with countries such as China and Thailand, which are similarly engaged in developing CBDCs for international use. By establishing common standards, India hopes to position itself as a major player in global finance while ensuring that its digital currency transactions are easy to conduct across borders.
Such strategic moves are aimed at reducing India’s dependence on the US dollar for international trade. As other countries with central bank digital currencies enter the international finance stage, India’s e-rupee could offer more efficient and cost-effective options for cross-border payments. This will be beneficial not only for the Indian economy but also for global transactions, as more countries adopt digital currencies that simplify trade and reduce dependence on traditional currencies like the dollar.
With its large population and important role as one of the world’s largest emerging economies, India’s involvement in CBDCs is increasingly seen as a step towards securing its economic future. In fact, the internationalization of the Indian rupee could be one of the most significant advantages of an e-rupee, especially in scenarios where faster, safer, and cheaper digital transactions become the norm.
India’s cautious and progressive approach to implementing a central bank digital currency highlights the potential benefits of its adoption and the broader global trends in digital currencies. The Reserve Bank of India continues to analyse the potential of these digital currencies to offer more than just an alternative to traditional cash, but to become an integral part of the international financial system, providing benefits for domestic and international payments.
